Public notices are informational announcements published in advance of matters of public interest, such as public meetings, elections, public hearings, or the disposition of land. Their purpose is to inform residents about upcoming decisions and provide opportunities for the public to obtain more information, share feedback, and participate in local government decision-making.

Legislative changes introduced through Bill 26, the Municipal Affairs Statutes Amendment Act (No. 2), 2021, amended the Community Charter, the Local Government Act, and other related legislation to allow local governments to adopt bylaws establishing alternative methods for publishing public notices, rather than relying solely on newspaper advertising. 

As a result, the Regional District of Kitimat-Stikine is proposing updated methods for communicating statutory public notices through the adoption of Kitimat-Stikine Public Notice Bylaw No. 818, 2026, which received first and second readings at the February 27, 2026 Board meeting.

If adopted, the bylaw would allow public notices to be published through the Regional District website, the RDKS Facebook page, and the public notice posting board at the exterior entrance of the Regional District office, improving accessibility and timeliness. These methods allow notices to be shared more quickly and reach residents through commonly used communication channels. 

Where appropriate, additional notification methods, such as mailed notices to neighbouring properties or other targeted communications, may still be used to ensure residents directly affected by a matter are informed.

The Public Notice bylaw will receive its third reading at the March 20, 2026 Board of Directors meeting.
